Porti e Città di Mare

Nell’ultimo decennio, il porto e le sue relazioni con la città sono stati oggetto di studi, sperimentazioni e percorsi di formazione grazie all’impegno di una Community INU altamente qualificata e produttiva.
In continuità, si propone un ampliamento della prospettiva culturale e tecnica che consideri il porto come elemento fondativo ma non unico dell’identità urbanistica delle città e delle regioni costiere che nell’identità marittima trovano la loro ragion d’essere.
La Community è animata da studiosi delle città di mare e operatori dell’ambito marittimo che dialogano con le istituzioni preposte al governo dei porti e delle regioni costiere, con il cluster marittimo e i soggetti della blue economy, con le associazioni di cittadini che si configurano, più o meno consapevolmente, come comunità patrimoniali che riconoscono nell’identità marittima delle città costiere l’oggetto della tutela.
Le sfide da affrontare sono molteplici, di seguito un primo elenco non esaustivo e aperto ai suggerimenti dei membri della Community:

• il rapporto delle città portuali con il mare

• la tutela delle aree costiere e degli spazi pubblici sul mare

• la rigenerazione dei waterfront portuali dismessi

• la tutela e la valorizzazione dell’identità marittima e del patrimonio culturale delle città portuali

• la ricucitura del tessuto urbano con le aree portuali

• i processi collaborativi per l’integrazione tra porto e città

• il rapporto tra la pianificazione urbanistica e la pianificazione portuale

• il disegno di legge per la riforma della governance dei porti italiani

• l’impatto dei cambiamenti climatici sulle città portuali e sui porti

• le aree marine protette e il sistema delle tutele delle regioni costiere

• le infrastrutture portuali per il diporto, i marina e la cantieristica nautica

• gli sport del mare per la valorizzazione sostenibile delle città portuali

• l’impatto delle crociere sui territori e sulle città storiche

• il gigantismo navale e i porti di transhipment

• la logistica, le rotte marittime, le crisi internazionali, la geopolitica

La Community intende collaborare in modo trasversale con altre associazioni che, da una prospettiva diversa ma complementare, affrontano le medesime tematiche: Propeller Clubs, Assoporti, Confitarma, Federazione del mare, Medcruise, Assiterminal.
Inoltre, la Community vuole fungere da cerniera tra gli istituti di ricerca e le università che studiano i porti e le regioni portuali con approcci diversi che tra loro si integrano: RETE, SRM, CNR-INM, CNR-ISMAR.

Over the past decade, the port and its relationship with the city have been the subject of studies, experiments and training programmes thanks to the commitment of a highly qualified and productive INU Community.
Building on this, we propose broadening the cultural and technical perspective to view the port as a foundational, yet not the sole, element of the urban identity of coastal cities and regions, which find their raison d’être in their maritime identity.
The Community is driven by scholars of coastal cities and maritime sector professionals who engage in dialogue with the institutions responsible for governing ports and coastal regions, with the maritime cluster and stakeholders in the blue economy, and with citizens’ associations that, more or less consciously, act as heritage communities recognising the maritime identity of coastal cities as worthy of protection.
The challenges to be addressed are manifold; below is an initial, non-exhaustive list open to suggestions from Community members:
-    the relationship between port cities and the sea
-    the protection of coastal areas and public spaces by the sea
-    the regeneration of disused port waterfronts
-    the protection and enhancement of the maritime identity of port cities
-    the reconnection of the urban fabric with port areas
-    collaborative processes for the integration of port and city
-    the relationship between urban planning and port planning
-    the draft bill to reform the governance of Italian ports
-    the impact of climate change on port cities and ports
-    marine protected areas and the system of coastal protection
-    port infrastructure for recreational boating, marinas and shipbuilding
-    water sports for the sustainable development of port cities
-    the impact of cruises on local areas and historic cities
-    the trend towards ever-larger ships and transhipment ports
-    logistics, shipping routes, international crises and geopolitics
The Community aims to collaborate across the board with other associations which, from a different yet complementary perspective, address the same issues: Propeller Clubs, Assoporti, Confitarma, Federazione del mare, Medcruise and Assiterminal.
Furthermore, the Community aims to act as a link between research institutes and universities that study ports and port regions using different yet complementary approaches: RETE, SRM, CNR-INM, CNR-ISMAR.
